REF: HCO PL OF 5 AUG 1966 CHAPLAINS COURT CIVIL HEARINGS

"As many matters come before Ethics which are not proper Ethics but civil matters (i.e., between other persons), a Chaplains Court is formed in Division 6, Dept. 19, as part of section 5, The chaplains, which is formed herewith in Div 6 and abolished in Div 5".

"The purpose of the chaplain's Court Unit is to resolve matters of dispute between individuals."

"Staff personal, pcs, students, And Scientologist may utilize this Court Unit to resolve their own disputes or legal affairs".

THE DATA:

About the last week of Aug. '83 Lisa & I (2D's at that time; But not now) got with Katie, the then E.O., to help us with our 2D sit. Lisa was blowing, had signed a 2 1/2 contract with the mission in order to get me off her lines as I wanted to move to Las Vegas shortly. Lisa & I had made up before I left & Lisa's feelings as she expressed them to me were "I can simply route off staff and pay any freeloaders debt at that time".

Katie didn't do any Ethics handling or route us to Force Chamberlain the then Chaplain. There was no C/S write ups, nothing at all. Lisa & I went to the mission for help & got assisted [? unclear] to further blow the 2D

Both Lisa & I were showing indicators of 0/W's & general out-ethics.

NOTE: Lisa did LIE to Katie by saying "I'm in Doubt about Rick and have decided to change sides to more survival. (Lisa told me later that she lied to "protect herself.")
