This is a very quick-and-dirty preliminary version of a transcription of some of the files on the Clearwater Police Department's CD of documents collected when investigating the death of Lisa McPherson.

The entire staff of the previously known Mission of the Southwest are
highly commended for the work and efforts and postulates they caused
which resulted in the Org known as Celebrity Center Dallas.

especially designed for DIV6. This past week I reported that _all_ 1-800
reaches _were_ contacted w/in a certain time period. I did not even look
to verify this data, I just wrote down that it was done. It was not.
There were 9 people who had not been contacted. Also, point #9 on this
program deals with letters along with info packs being mailed w/in 48
hours for folks w/out a phone. This was missed on 2 people. This is not
okay.

I am in affluence, no idea what to do _REALLY_ to keep it going. I just

Damage done was: let letters (receipts to book-buyers) stack up 

didn't apply conditions and caused DEV T to my Sr.

   A) Friday _after_ post went home & wrote 32 letters (with receipts)
   B) Sunday night 12-28-86 after post I EP'd the backlog by writing 83
letters.
   C) After post one night I stayed here til 1:00 A or so typing up
cards for addresso as that area was back-logged (I type cards of
bookbuyers and addresso makes plates off my cards) this took about 2
hours.

While working to handle a backlog in CF, I ran into over 30 duplicates
generated from the 6A dept. This cost 25-30 plates, duplicate CF folders
and duplicate cards and more than likely an uncaught false report on the
NNCF stat. 6A types up folders from the invoices so that they can count
on the NNCF stat. It was necessary since the CF post is unfilled. Due to
the amount of errors & waste, this system needs to be modified so that
it is more efficient. It also generated added unnecessary work for me to
get CF in PT & usable.

I can certainly understand the upset I've created. I never once have

Today I was heading back to HCO after leaving Roy a message and walked
by Lisa S. We smiled at each other and she asked, "Are you wearing a
bra?" As I'm not, I said, "No." It's not a big deal, but that's not any
of her business if I am or not. I wouldn't have written this, but
questions such as that one mentioned and others which for some reason I
take as personal hits ie., "You're wearing jeans today?", or simple
phrases meant to help, "That ashtray looks like shit.", are constantly
coming from her in my direction. I don't know why, but I don't find it
comfortable at all. It really hurts sometimes.

This is an update report on the problem still occuring with the
replacement cycle the former PCS CC Dallas, Lisa Skonetski did with
current PCS-FDN, Susan Gardiner.

The incomplete hat turnover is still rearing it's ugly head as the
PCS-FDN CC Dallas was found to not even know what the intro service
[???] was when I attempted to put it in last week.

About 2 weeks, ago, the PCS-FDN missed several days of work due to her
continuous sickness. This has been prevalent since she's been on staff
and it cleared up some right before the transfer occurred but is now
back. Continuous PTS handling is, as has been, occuring by this [???].

The PTS sits with her family and her current 2D regarding her pregnancy
are still there and are requiring constant handling. The former PCS told
me that the pregnancy/2D PTS sit was handled before she left for CC INT.

The situation became more complicated when the PCS-FDN got fired from
her job due to missing work time at wog job from [???] /illness).

working installation where the former PCS did the [???] all the way
through the eval of OCA and she bridged the public to the reg TO the
current PCS-FDN now [???] is [???] up TO the eval and bridged to my PSS
OR Dir Pub Reg & to the eval PS she is not competantly hatted to do
evals. This pulls my PSS off his post and the Dir Pub Reg as well and
effected first starts and new [???] first starts as EVALUATION SCRIPT is
now not in & that was successful, new [???] as the PSS has less time to
work on those reg ints.

This has had a significant effect on the production levels of 6A & 6B.

I also found that the PCS-FDN was not sufficiently hatted OR drilled on
8C and HANDLING THE PUBLIC INDIVIDUAL which is effecting new people in.

The post of PCS was left to me quite suddenly. The former PCS knew well
in advance that she would be leaving, but never saw to it that any form
of handling was taken to get the Dir Intro Service grooved into her
post. The Div 6-A area has been in a condition of cope for some time -
partly due to the fact the DPC is pregnant and not handling that area.

When the PCS decided to leave, she spent about 1 1/2 hours total w/ me
explaining some of the things I would be responsible for. She said I
already knew how to do most of it, so it would be no problem. I have
never at this point even been drilled on doing evals - which is a MAJOR
function of this post. One of my concerns was the hours, as I am
pregnant, also. The PCS assured me I should be out of the org by 11:30
at the latest. I then brought up ad council and she told me that had
been handle.

I have now not gotten out of the org before midnight, and am required to
attend ad council until all hours. - The fact is - I am not physically
capable of these hours.

To top all this, I have a new, temporary Dir Intro Services who was also
told some half-truth's about his post and has written this up, also.

This was very poor planning and leaves me quite desperate for help.

Lisa used to be my roommate in an apartment in Los Angeles and agreed to
pay $200.00 @ month rent. She also signed a contract to that effect.

On or about the 16 of July she decided to move back to Dallas. I
informed her there was a 30 day advance notice to vacate and that she
will owe $100.00. She agreed to pay it plus $36.55 owed me for long
distance, etc.

The last letter I received from her dated 3 September, she said she did
not know who to pay the $100.00 to, and that she was sending me the
balance as soon as she was paid that Friday. I wrote her again informing
her that she owed me the money and that she was more than welcome to
check with the Manager of the Apartment that such amount was paid by me.

I still have not received anything from her.

I have been Lisa Skonetski's FSM since the beginning. I have selected
her for the majority of her services in Scientology. I recently selected
Lisa for processing. Her Grades were her next action on the Grade Chart.
I talked with her on May 1, 1968, filled out a selection slip and mailed
it to Vinnie Simone at the Southwest Mission. Lisa started her auditing
on May 29, 1986. I called and talked with Vinnie to inquire about the
FSM Commission. He explained that there was a dispute over "who" should
get the FSM Commission, that he would need to do some further checking
and call me back. I never heard from anyone, so I called Vinnie and he
said he had turned the cycle over to Force to handle. I called Force. He
explained that David Slaughter, Lisa's employer, had selected her for
the How To Achieve Your Goals Course and that Lisa was not completed
with that course yet, so that any further services that Lisa paid for
would be considered selected by David Slaughter. He also explained that
the commission had already been paid to David. I explained that David
did not discuss or talk with Lisa about her Grades. He said he
understood, but because he had selected Lisa for the course and that she
had not completed it that the commission actually goes to David. I ask
if there was a policy that he used to make that decision. He said yes
and mailed me the following:

run I have to wait until Monday (after getting zip from her over
weekend) to order. This maeks for a "SPECIAL" RUN DOWNTOWN on Tues or
Wed plus the EXTRA GASOLINE usage & time lost.

Thur. eve 20 Mar at Advisory Council during FF discussion I again 2/WC
and per that 2WC she wrote on her P.O. for mail list to "Continue last
zip" - Great! A solution. Next day (Fri 21 Mar) I called in the order
for mail list & told supplier "to continue last zip." Forty five minutes
later vendor called back and stated insufficient names left in last zip
to cover our present order - PCD's solution has become a dev-T problem.

Around last Mon 3 Mar 86, Lisa had heavy work loads hit on her wog job
and was off post most of the days she was scheduled Mon through Thurs,
missing a couple of nites totally & coming in late the others.

She attempted to handle this the week before by CSWing to be removed
from post and having the two new expeditors be put in her place. One of
the expeditors blew from staff and the other is a day-expeditor. She did
not, apparently, check this out before she wrote the CSW.

She also said in the CSW that Benetta Slaughter would come in to help
this hat [???].

Because of these situations, I have been pulled into the area heavily to

hats previously handled by Lisa. I was successful in pushing up 'NNCF's
& raw book sales last week, but not NPI which was in Danger.

So far this week Lisa was on post 1 partial afternoon Sun and totally

There has been no other effort by her to get a replacement or help and
as a result, NSI keeps falling, raw book sales & NNCF are below where
they were last week, & I'm continually being pulled into the area to run
it.

Last nite at 7:00 I had no one on any public contact, 6A, post except
Roy. Lisa Cameron & Sandra Duffy were off for a pregnancy class & Lisa
Skonetski had to work late. I was expecting Melinda Watson at 7:00. She
arrived at 7:20 and said that she told Lisa S. that she had an apt at
7:00 & would be late.

I was not told this at all (the fact that M. Watson would be late).

Later that nite I noticed that no arrangements were made to type NNCF
folders as Lisa Cameron normally did this each nite. This is a dropped
hat.

Both of these occurrances caused unnecessary Dev-T and not having a 6A
terminal on post at 7:00 endangered my job as it pulled me off my post
to figure out what was going on as the replacement wasn't

1) Bypass habits or normal routines

I spent time drilling w/ Lisa C on Monday (or Tuesday) for phone
contacts to get her patter more exact and tone 40. I made an effort to
make more phone calls myself to ensure people woul arrive as from the
stats, the % of people arriving was slim. I made certain graphs got
posted so stats could be monitored & conditions assigned. I re-called a
couple of people that Cameron called to get the string pulled and the
person handled.

2) Handle the sit. and any danger in it.

Partly in bypass this occurred somewhat because when a person didn't get
scheduled, or some sit didn't resolve I just personally handled it as
best I could. Also by recognizing I could schedule people more I spent
more time on the phones.

3) Assign self a danger condition.

This I did.

4) Get in your own personal ethics.

I did an O/W write up and saw how I wasn't confronting people like I
needed to and blew my consids on just getting in comm with these new
guys to get a product from them. After that it was much easier to just
call out more consistently.

5) Reorganize your life...

This is where I am in P.T. on this condition.

OK - Read PL on Full Danger Condition Handling and I am going to knock
off the non confront - I have actually done so, and I am on the lines to
the extent that if I need to bypass a Jr to get the guy scheduled, this
is happening in PT - and my schedules are arrving 98%. Also, get
instructs written and debug happening on my [???] until Phase

Very PTS to husband Don - has been for 3 years. Divorced him once but
re-married a month ago. Her tone level is 1.1

Heavy drug history: LSD 25 times, marijuana for 8 years; valium for 1
year.

I'm looking at her doing a light ethics handling, then Purif, an SP R/D,
& I need [crossed out "an idea"] some feedback on if this is the correct
pgm, & how many hours likely to take to get a result.

She's in class all day today [illegible].

Cousin took rap as he'd been in & out of prison. Don had friends commit
perjury for him.

Lisa called me last night & said that if Don gave the Church any
trouble, then she would get a refund, use the $ to divorce him, and then
do a/g to get back in Scn. She told Don that, & she figured that wld
hold him off. And that she wld try to get Don in to talk to me tonight.

This morning Don called me & said he'd talked to two judges & he was
prepared to go to court & that he & Lisa were coming in tonight for a
refund.

Then Lisa called me, said she'd just talked to Don & that she was coming
by tonight herself for a refund. I told her that if she did she'd be
ineligible for further courses, & her reply indicated to me that she
hadn't much reach for Scn anyway. Like "well that's the way it will have
to be" ... She said she wanted to keep Don out of the picture (for the
stated purpose of keeping him off our lines so we won't be bothered but
the way she has acted so far here it looks to me like she wants to
attack Don & not take resp for it - that she wants Scn to take the blame

for her. Very 1.1.

Also she started attacking me for not wanting to give her a refund -
like here was this hostility that she'd never shown before.

I believe that all along she has had other intentions than she stated
for doing Scn. She "wanted to handle her marriage" but it's been worse
since she's been in Scn - although we were getting some glowing reports
from her.

I talked to Don for quite awhile & got him cooled off on Scn by pointing
out what she was doing. (She was also a 3P

in Don's continual conflict with Lisa's mother, evidently. ) I let him ?
that she was not eligible for training here & that she would be
refunded.

Don's still hot on her receiving the refund since now that she moved out
on him, she can't afford her payments & she's asking him for $ to keep
up her car payment.

Lisa is type A & C, as her husband has threatened to do a/g to smear
Scn, including going to the press, the BBB, & lawsuit.

Scn. Ch 4 said sounded like a marital prob - Lisa said "that's right!"

Lisa called Ch 4 back & asked if she cld help - said _she_ didn't have a
problem - Ch 4 asked "you give Scn $3000 for which you didn't receive
services?" Lisa said not true at all - "How far you going carry this?"
Ch 4 said have to follow up all consumer reports.

Tonite I noticed wrapping up a package of papers that she got through
copying off of our copier. I looked at the log and she had copied one
HCO PL and 71 copies of "Reports". She seemed to be very serious about
what she was doing.

I asked her later what she was copying and she said "some reports". I
asked if the copies were paid for and she said that she was doing this
for Lorre (Seymour) and Lorre had some credit for copier use. I asked if
she had gotten w/ David and she hadn't. I told her to get w/ him so he'd
know and she did. Later I asked David about the cycle and he said that
Lisa by-passed the lines and did not

have prior approval for this cycle. As regards Lorre's "credit" he
wasn't certain whether he needed collect on this or not.

This was DEV-T for me in that I had to find out what was going on and
Dev-T for David in that he was by-passed on the cycle.

Some time ago - maybe 4 weeks - the PSS got with me about production and
ethics in Div 6. We both spotted the out ethics in the division. The PSS
told me she knew for a fact that Byrd Jessup had people he could bring
in but wouldn't because of this. I, since then, have noticed back off on
getting people in. I have the consid that it's not okay. Now that I
realize it, I can see how I have stopped people from coming in. I got
the distinct impression from Shirley that Byrd not bringing people in
was justified. About 2 weeks ago

my lines - I feel it, I know it, I'm not sure exactly how to completely
handle it. I will write my OW's on it but I wanted this to be known.
